CFIB Partners to Create Online Management Course

The Small Business Management Certificate Program launched in October that has a number of sponsors and while the course is low cost, I am confused. When I click to look at the "Course Outline" I am taken to a new page with a header from the ICSA (Chartered Secretaries Canada) – who is the ICSA? They are not a sponsor as far as I can tell.

This program is offered to a maximum of three people per purchase for $0.00 CA ($0.00 US) and will be available for 90 days from the date of purchase.
They have a message from the CEO of the Canadian Federation of Independent Business (CFIB) but I would have thought that this website would have been better done.
The course outline looks good although I have not actually seen the content. Does anyone know anything about this course?

I have actually completed this course, and have obtained both the Small Business Management Certificate, and the Small Exporter Management Certificate both from the VUBIZ. The content is excellent, the layout and format work very well for professionals with short bursts of study time, and the periodic self-testing is helpful for retaining the information learned.
