CFIB Partners to Create Online Management Course

The Small Business Management Certificate Program launched in October that has a number of sponsors and while the course is low cost, I am confused. When I click to look at the "Course Outline" I am taken to a new page with a header from the ICSA (Chartered Secretaries Canada) - who is the ICSA? They are not a sponsor as far as I can tell.

Launched in October, the 20-hour program comprises a series of click-through, text-based courses on topics such as financing, strategic management and international trade. Via Canadian Business Online

I thought I was going to be able to share a real find with you but then when I clicked through the pages I find this...

This program is offered to a maximum of three people per purchase for $0.00 CA ($0.00 US) and will be available for 90 days from the date of purchase.

They have a message from the CEO of the Canadian Federation of Independent Business (CFIB) but I would have thought that this website would have been better done.

The course outline looks good although I have not actually seen the content. Does anyone know anything about this course?
